  • Job Description

    PURPOSE OF POSITION: Plan, integrate, and supervise nursing personnel and assigned services; Monitor for compliance with federal, state and local laws, regulations and rules.  Provide expert professional assistance and guidance to hospital management on the full range of nursing services. Assess workflow, methods, communication, training and leadership within departments, and develop recommendations for the CNO. Closely coordinate nursing services with medical staff, Hospital-owned primary care clinic, and other ancillary departments.

     

    ESSENTIAL JOB FUNCTIONS:

    Plan, budget, develop, coordinate and manage day-to-day functions within the Department of Nursing Services including department supervision of nursing personnel. In collaboration with Chief Nursing Officer, create goals and performance measures to enhance operations and services provided by the department. 

    Conduct regular staff meetings for the Department and coordinate department activities with other clinic and hospital departments. Participate in leadership and quality management meetings and represent the Department of Nursing Services on other committees as assigned. 

    Provide leadership and mentoring to all department staff.  Schedule, organize and evaluate staff in accordance with Health District policy. Coach and counsel employees as needed. Recommend and administer corrective action as appropriate, in collaboration with the Human Resources Manager.   

    In coordination with the Nurse Supervisors and the Recruiter/HR, post, interview and fill department vacancies.

    Develop staff through training and orientation.  In cooperation with CNO and/or HR Director recommend and provide development plans for nursing staff.   Develop charge nurses to provide consistent shift leadership.

    In coordination with the Administrative Assistant, ensure accurate staffing and coverage of departments as necessary to meet the needs of the patients and hospital.  Review time records for accuracy and submit to payroll department for timely completion of payroll.   Provide nursing services only as needed.  Share after-hours call with Nurse Supervisors and the CNO to address urgent issues during nights or weekends.

    Receive and address nursing department complaints or concerns received from patients, families, doctors or other departments.

    Develop cross training opportunities for UC’s and C.N.A.’s to provide some discharge planning and utilization review services on weekends. 

    Review, analyze and participate in the development of the department budget in conjunction with CNO.

    Review, analyze, update and write policies to ensure compliance with CMS, State, Federal and Hospital guidelines.  Review, analyze and update procedures to ensure best practices and recommendations by medical staff.

    Work closely with Health District IT department to schedule timely upgrades, incremental updates and system monitoring to ensure optimal functionality of EHR software.  Provide education and training on the overall functionality of the EHR software to ensure optimal use for all department staff.  Stay abreast of new and updated functionality of software and inform nursing department users as appropriate. 

    Coordinate with the Nurse Educator to review and revise Quality Assurance Program for the Department of Nursing, utilizing Lean methodologies and Lean events to sustain quality improvement.

    Perform regular chart monitoring in an effort develop standard work, identify trends and address deficiencies in a timely manner.

    Ensure systems for equipment tracking, preventive maintenance, repairs and safety issues are in place and kept up-to-date.

    Model and assure professionalism and excellent customer service standards for the assigned areas.

    Maintain cooperative working relationship with clinic and hospital staff, patients, other organizations, and the public to provide quality customer service in a courteous manner.

     

    Maintain work areas in a clean, orderly and secure manner.  Ensure all safety rules and procedures are followed for work areas.

     

    Perform other responsibilities related duties as assigned by the Chief Nursing Officer.

     

  • Requirements

    MANDATORY REQUIREMENTS: Broad knowledge of nursing principles and practices, principles and practices of personnel and supervision, team-building methods and staff development techniques.  Knowledge of budgeting, nursing and medical regulations and guidelines, principles and practices of customer service, Medicare/Medicaid regulations and those of insurers and other regulatory bodies, effective management, and word processing, spreadsheet and database applications software. Possession of a Bachelor’s degree from an accredited school of nursing and over three (3) years’ experience in management or leadership in a hospital setting, or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above duties.

    SPECIAL REQUIREMENTS/LICENSES: Possession of Registered Nurse license issued by the State of Oregon (In good standing) or ability to possess at the time of appointment.
